If I may add my voice to the initial contributor to this disturbing issue developing at home, I would advise the authorities to educate the community to drop OFF "the unwanted babies" at a designated safe place where they can be nursed and placed in a system for adoption or foster care. Social welfare department, lets step up and control the menace asap1!!
