If I may add my voice to the initial contributor to this disturbing issue developing at home, I would advise the authorities to educate the community to drop OFF "the unwanted babies" at a designated safe place where they can be nursed and placed in a system for adoption or foster care.

Social welfare department, lets step up and control the menace asap1!! Drop off centers can be police stations, MRC, Health Centers, Fire Service stations, etc.
