UNV VOLUNTEER TERMS OF REFERENCE (Senior ICT Officer)

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

7. Brief Project Description:  The Government of The Gambia has put in place a comprehensive set of national policy frameworks for sustained economic growth, poverty reduction and achieving the MDGs. Developing and maintaining the requisite human and institutional capacities including economic governance however, remain a primary challenge. The government is keen to ensure that is adequate human and institutional capacities to formulate policies design and implement development programmes and deliver quality services to meet the country’s development priorities. The main objective of the PSRICD project is to lay the basis for development, financing and implementation of long-term strategy for public service reform and institutional capacity development under strengthened government leadership, while at the same time addressing short-term capacity needs in key national institutions.

 

To achieve this objective, the project has as one of its integrated strategy, the development and implementation of short-term strategies to address pressing capacity gaps and focus in particular, on providing critical skills in selected strategic areas in key government institutions.

  2. Organizational Context:   The PMO is the government institution in charge of the management of the civil service in the Gambia. Its function is under the direct supervision of the Secretary General, Office of the President who is the head of the civil service and has direct coordination with the Public Service Commission (PSC) and the Management Development institute (MDI).

11. Description of Duties:

Under the general supervision of the Permanent Secretary, PMO and the direct supervision of the Principal Personnel Officer at the Human Resource Information System Unit, the UNV volunteer will undertake the following tasks:

 

1.         To provide advice and technical support in IT related issues to PMO divisions and staff.

2.         To offer solutions to more demanding problems (email delivery diagnostics, rebuilding or repairing desktop machines or server)

3.         Provide support in the development, maintenance and update of PMO institutional website.

4.         Identify new applications for use in the PMO

5.         Design and propose changes and upgrades to systems with immediate or long term positive effect

6.         Provide on-the-job IT training to PMO staff which enable them to use IT systems within their respective roles.

7.         Encourage development of new skills and methods with a view to improving standards and streamlining productivity

8.         Train and promote awareness on IT security issues

9.         Evaluate network (software and hardware) issues and repair or arrange for repair as                                     necessary

10.        Assist in maintaining network connectivity and eliminating network down time relating to connectivity

11.        Provide assistance in the development,    maintenance and updating of the HR databases, HR documents & forms and HR        Module of IFMIS.

12.        Assist in expansion, development and upgrades of network infrastructure.

13.        Provide support in updating and maintaining the PMO institutional web page.

14.        Available at all times to support staff in overcoming IT problems

15.        Any other duties that the PMO/HRIS unit may need.

 

Furthermore, UNV volunteers are encouraged to:

          Strengthening their knowledge and understanding of the concept of volunteerism by                         reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);

          Getting acquainted with and building on   traditional and/or local forms of volunteerism in the host country;

          Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

          Contributing articles/write-ups on field experiences and submitting them for UNV pulications/ websites, newsletters, press releases, etc.;

          Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;

          Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

12.        Results/Expected Output:

          Staff at the HRIS Unit trained to serve as first line support to other staff.

          Straightforward user complaints and problems solved

          A viable local area network (LAN) maintained

          HR documents, database and IFIMS module operational

          A website for PMO developed, uploaded with relevant information and regularly updated

          ICT security policy for PMO developed

          Volunteerism, solidarity and spirit of collaboration enhanced among civil servants.

 

13. Qualifications/Requirements:

The Senior ICT officer will have experience working within a team lead position, have excellent technical ability in the following areas: Networking, troubleshooting, Microsoft Server administration and database management.

          An ICT related degree or Microsoft Certified Professional qualification (or working towards)

          Proven ICT technical experience of supporting users and systems in a large and complex organization

          Must have a minimum of 5 years experience in an ICT environment.

          Strong understanding of HR development process and data, preferable in the public service.

          Proficient experience with HR information systems, good knowledge of database programmes, and knowledge of FOXPRO will be an added advantage.

          Ability to communicate effectively in English both verbally and in writing.

          Excellent interpersonal skills.

A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 550; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
